Mr. Anthony Royle, MP, accompanied by Mr. Paul Bryant, MP, called on Lord Shepherd at 11.45 this morning to report on their recent visit to Hong Kong. The former did most of the talking.

2. In regard to education, Mr. Royle said that he thought that much more was now being done in the field of technical education. He believed, however, that there were weaknesses in the Education Department. The Director, Mr. Greig, is due to retire shortly and four or five of the six Assistant Directors are likely to leave shortly, either on retirement or through resignations. It was important to have good replacements from this country. Mr. Royle suggested that someone,

should go out to the colony with a narrow remit: to look into the administration of the Education Department and to advise on the type and calibre of senior officers who would be needed to fill the impending vacancies. Before leaving, Mr. Royle handed Lord Shepherd the attached letter which he had received from the Principal of the Island School, Hong Kong. Reference is made in the last para- graph therein to the need for an Educational Adviser from Britain to visit the Colony.7

On security, Mr. Royle was full of praise for the Special Branch. He said, however that while the situation in the colony was at present quiet, he could foresee student trouble in the not too distant future. There were already disturbing signs of student unrest at the Technical College at Kowloon. He himself had pressed the Governor to set up a Youth Department or Youth Secretariat aimed at looking at the problems of the younger people. But he said, the Governor was not very enthusiastic about this.
