Dr. S. Y. Chung, member of the Hong Kong Legislative Council, is to pay a short visit to London from 14 17 November. He has indicated, through Mr. Sedgwick of the Hong Kong Government Office, (a copy of whose letter is attached) that he would like, if possible, to pay a call on Lord Shepherd and Sir Arthur Galsworthy. recommend that he should be seen.

2. His only available time would seem to be the afternoon of Thursday, 14 November. I have spoken to Mr. Mandeville (0.D.M.) and it seems that there is little prospect of any free time being available to Dr. Chung on 15 November. If the Minister could see him at (say) 3.30 on the afternoon of the 14th I suggest that we might arrange for Dr. Chung to meet Sir Arthur Galsworthy and yourself at 3 p.m. You could then take him on to the Minister's Office. The alternative, as

Mr. Sedgwick has suggested, is that Lord Shepherd and Sir Artur might wish to join in a lunch that Mr.Sedgwick is giving for Dr. Chung on 14 November.

The Minister and Sir Arthur Galsworthy have met Dr. Chung, who is Managing Director of Sonca Industries Limited, a firm of torchlight and electrical machinery manufacturers; Chairman of the Federation of Hong Kong Industries; Deputy Chairman of the Hong Kong Productivity Council; Member of the Hong Kong Trade Development Council; and Director for Hong Kong of the Asian Productivity Organisation, whose business brings him to London. He is a bit of a phenomenon for Chinese industry in Hong Kong in that, as a qualified engineer and on his managerial ability, he has risen to the top of a very large concern. Such positions are usually reached in Hong Kong through family connections or through financial interest. He is on record as saying (in the Legislative Council) that "our industrial development has now reached the stage where planning becomes desirable, indeed essential, and where guesswork and speculation must be discouraged". He has advocated an industrial or development bank in Hong Kong to provide longer term finance for industrial purposes. He has emphasised the need for greater technical education facilities, and in particular the need for advanced technological training institutions. He is always worth listening to.
