I attach a letter I have just had from Sir David Trench, the Governor of Hong Kong, which is self-explanatory.
2. I entirely agree with his view that, if The Queen could have a word or two with Sir Cho-yiu Kwan at the Investiture next month, it would repay handsome dividends in terms of our relations with
the Executive Council in Hong Kong (Sir CY is one of the senior unofficial members, a most helpful man in the Colony, and a man of very considerable influence).
3. It may be that Her Majesty would in the normal course of
events wish to say a few words with a person from overseas on whom She is conferring a Knighthood. But if it were possible
for you to make sure that She did so, we would of course very gladly supply a background brief on Sir CY.
