The PCA will normally correspond with the Permanent Under-Secretary in whichever office is concerned with any particular complaint. I have be designated as the Departmental Nominated Officer for both the Foreign Office and the Commonwealth Office for correspondence not involving the Permanent Under-Secretaries and the PCA. Correspondence from posts should therefore as a rule please come to me in the first instance. Personnel (Training and General) are the responsible Department.
The notes enclosed with this letter are given to members of the public at the PCA's office in London, and there is no objection to your distributing copies to any members of the public who make enquiries of you.
