part of any officer of any department, he shall refor tho matter to the
Colonial Secretary.
Report by Commissioner
22. (1) If in any caso to which this section applies the Commissioner
in certain is of opinion
casos.
(a) that the matter should be referred to the head of department
effected for further considoration;
(b) that an omission should be rectified;
(c) that the decision should be cancelled or varied;
(d) that any practice on which the decision was based should be
altered;
(e) that any law on which the decision was based should bo
reconsidered;
(f) that reasons should have been given for the decision; or
(g) that any other steps should be taken,
the Commissioner shall report his opinion, and his reasons therefor,
the Governor and may make such recommendations as he thinks fit.
Commissioner shall also send a copy of his report and recommendations to
the head of department affected.

(2) The Colonial Secretary shall, within a reasonable time after
a copy of the Commissioner's report and recommendations has been forwarded
to the Governor under subsection (1), forward a copy thereof to the Logis-
lative Council, accompanied by such further report as he thinks fit on
what action, if any, has boon takon in consequence thoroof.
