the jurisdiction conferred on the Commissionor by thic Ordinance.

In a

such case the Commissioner shall, subject to any special directions of tho

Governor, conduct an investigation into the matter so referred to him and

make such report as he thinks fit to the Governor. Nothing in section 14,

15, 21, 22 or 23 shall apply in respect of an invostigation or roport ande

under this subsection.

(4) The powers conferred on the Commissioner by this Ordinance may

be exercised notwithstanding any provision in any law to the effect that

any decision shall be final, or that no appeal shall lie in respect thereof,

or that no proceeding or decision of the department whose decision it is

shall be challenged, reviewed, quashed, or called in question.

10. (1) The Commissioner shall not investigate or, as the case may

be, further investigate any complaint if it relates to any decision or

matter specified in the Second Schedule.

(2) The Governor in Council may, by order, amend the Second Schedule

so as to exclude from the provisions of that Schedule such decisions or X

matters as may be described in the order.

(3) In determining whether to initiate, continue or discontinue an

investigation, the Commissionor shall, subject to the provisions of this

Ordinance, act in accordance with his own discretion; and any question

whether a complaint is duly made under this Ordinance shall be determined

by the Commissioner.

(4) If any question arises as to whether the Commissioner has juris-

diction to investigate any case or class of cases, he may, if ho thinks fit,

apply to the Court for a declaratory judgmont determining the question.

11. (1) The Governor in Council may make rules for the guidance of guidance of Commissioner.the Commissioner in the exercise of his functions.
