Thank you very quch for sending me these files which are of considerable interest. I note from (9) on HWB 1/16 that arrangements were made for Mr. Roberts, Attorney General in Hong Kong, to call on the Parliamentary Commissioner for Administration during his visit to this country in July this year. Since we are not asked for our comments on the draft Bill at (3) and in view of the informal manner in which these papers have reached us, I imagine you would not wish copies to be passed to the Parliamentary Commissioner's Office, although I believe that Mr. Sykes would be quite interested to see them, since he is keeping in touch with developments throughout the Commonwealth on this subject. Generally speaking, the procedure is that once direct liaison has been established, independent Commonwealth authorities correspond direct with the PCA. In the case of the Dependent Territories, I am not sure if you would want the contact to be direct. When the stage is reached that we are asked for our comments on the legislation you may wish at that point to refer the draft to the PCA's Office. I should be grateful if I could be kept informed.
