I submit two Parliamentary Questions on the subject of an Ombudsman for Hong Kong, together with draft replies, Notes for Supplexentaries and a Background Note. The questions are for oral reply on the 16 December and should, I regret, have reached the Parliamentary Offices by noon. today. The draft replies and notes have been cleared with Mr. Carter.

Hong Kong's comments on the Parliamentary Questions are given in Telegram No. 2234, a copy of which is attached. You will note that although Hong Kong have in fact reached the stage of preparing the first draft of an Ombudsman Bill, they particularly asked us to make no mention of this fact. We should not have known anything about it ourselves had the Governor not left quite informally with us a co.y of the Bill, purely for our informa- tion. Accordingly, we cannot use this information in replying to the Questions.
