When the Governor was over here last December, he left with us a copy of the Hong Kong draft Commissioner for Administration Bill (see paragraph 3 of our telegram no. 1624 of 2nd December, 1968): he also indicated that he would have no objection to our referring the draft to the Parliamentary Commissioner's office here, and indeed would welcome their comments on the draft. However, in view of the information in paragraph 3 of your telegram no. 2234, we have not followed this matter up, since we saw little point in obtaining the views of the Parliamentary Commissioner's Office on the Bill if it was in fact already in the course of being replaced by a revised draft.

The Parliamentary Commissioner's Office has shown considerable interest in this matter and would be very willing to offer what advice they can to Hong Kong on the subject. In the circumstances, we are wondering whether you could let us have a copy of your revised draft Bill, together with an explanatory note directing attention to any points of particular interest or difficulty. We would then propose to refer the draft, with the notes, to the Parliamentary Commissioner's Office for their comments which we would forward to you.

Perhaps you would let me know whether the above proposals are acceptable to you.
