Mr. Royle also reported that the Governor had not ⚫ abandoned the idea of an Ombudsman but still believed

that UMELCO and the local District Officers were better placed than an Ombudsman to deal with complaints of maladministration, etc. Mr. Royle said-that in his view there was a good case for an Ombudsman, a post which he thought might be filled by a retired senior official from this country.
