Established Machinery
6. In the absence of any elected representation in the Central
Councils of Government, the Hong Kong Government are well aware
of the importance of providing ways and means of enabling the
people of Hong Kong to make known their views on the administration
of the Colony's affairs. In addition to the traditional
arrangements which exist in any dependent territory for dealing
with grievances and complaints from members of the public (e.g.
the standard system of questions in the Legislative Council;
petitions to the Governor and to the Secretary of State; letters
or oral complaints to the Colonial Secretary, to the Secretariat
for Home Affairs and to Heads of Government Departments) certain
machinery has been in existence for some time. This machinery
includes:
(1) The "UMELCO" Office
(2) The "Ward System" of the Urban Council
3) The City District Officer Scheme.
These are all described in paragraph 2 of the Notes for
Supplementaries.
The City District Officer Scheme
7. A brief description of this scheme, inaugurated only in
1968, was given in reply to a Question by the hon. member for
Richmond on 12 March, 1968, (the relevant Hansard extract is
attached). City District Officers are required to assess the
overall impact of Government policies on the people of their
districts and to explain those policies.
They consider whether
