Additional paragraph to the draft letter :-

1 So far as Seychelles goes, the islands

have begun to emerge, with the construction of

the new airport, which is due for completion in

1971, from the isolation of centuries. It is the

isolation of such island communities as Seychelles

that has encouraged, one might say bred, the type

of complaint that you mention in the context of

Seychelles. There is no doubt that great social and

economic changes are beginning to take place there the

of which

ose outcome/it is difficult to foresee. Although

it may be that the appointment of an Ombudsman will

one day find favour in the eyes of the Seychellois,

I am sure that at the present time it would be

premature to suggest it.

And an extra para to the minute :-

various

f So far as Seychelles is concerned, there have been, as Mr Sargant says in his letter, scandals in the past. Such events were part of life in Seychelles but one hopes will happen less often in future now that development of the islands has begun in rnest. I know of no current evidence. pointing to unrequited injustice, but some old sores fester intermittantly.
