Reference the letter from "Justice" forwarded by Mr. Sykes, I had photostat copies made of the articles which appeared in the Hong Kong Papers of 14 December.
In Mr. Sykes' absence I spoke to his F.A. and told her that as far as I could see the quotes in the letter from Justice appeared to be accurate enough extracts of what had appeared in the Hong Kong papers and in the circumstances we were content that the Parliamentary Commissioner's reply should issue as proposed. I also told her that I was sending copies of the articles to Mr. Sykes straight away. At the time Mr. Stewart said that it was his understanding that the Governor had returned from his talk with the Parlia mentary Commissioner with the latter's agreement that his remarks could be quoted. Mr. Carter has since confirmed this.
