With reference to your letter of 15 December, Sir Edmund Compton has asked me to say that when he saw the Governor of Hong Kong recently he confirmed to him, in the same terms as he has used in public, his experience of the administrative and other advantages of the British Parliamentary Commissioner system by which complaints are referred to the Commissioner for investigation by Members of the House of Commons.

The Commissioner does not think it appropriate for this office to enter into correspondence with you on the other matters mentioned in your letter of 15 December.
