For Gass from Carter..
We have been discussing with the Governor the new title proposed for the Secretary for Chinese Affairs. We are fairly certain to run into
considerable difficulties at this end over proposed title of "Home Secretary", but we would not expect
to encounter the same difficulty if it were changed to "Secretary for Home Affairs". Governor has
accordingly suggested that we should let you know position and ask you to sound out Executive Council members informally to learn whether amended
title would be sufficiently close to their original proposal to be acceptable to them.
