The Governor's Despatch at (61) on volume B of HWB 14/1 attached puts forward certain proposals for amending the Hong Kong Royal Instructions. The Legal Advisers have confirmed that there are no legal objections to these 68 proposals. We saw certain political objections to one of the proposals (1.e. the proposal for the change of title of the Secretary for Chinese Affairs) and as you know, the matter has since been discussed with the Governor. We put an alternative suggestion to the acting Governor (at the Governor's suggestion) and we have now received clearance from Hong Kong for this suggestion to be pursued.

2. I accordingly attach a draft submission covering the three proposals put forward by the Governor and mentioning also, in its penultimate paragraph one other amendment which is required to the Royal Instructions and which has already been agreed with the Ministry of Overseas Development. The submission has been agreed with the Far Eastern Department who had one amendment to suggest, which I have indicated in the margin of the submission.
