I have the honour to transmit to you the Draft of Additional
Instructions to be passed under the Royal Sign Kamual and Signet
to the Governor and Commander-in-Chief of Hong Kong.

I have to request that you will submit this Draft for the
approval of The Queen in Council, and that one plain copy of the
Order approving the draft Additional Instructions may be supplied
for the use of the Foreign and Commonwealth Office.
