I am enclosing for your information two copies of the record of our discussions with the Governor, at official level, which took place on 22-23 October. The Governor has not yet seen this record but I propose to show it to him when we next see him,
shortly before his return to Hong Kong.
We shall be writing to you as necessary about any mattera arising out of the record, and in particular about the future of the Hong Kong Government Office in London.
