Appointment of New Financial Secretary

in succession to Sir J. Cowperthwaite

The Governor had asked Sir John Cowperthwaite when he was proposing to retire. Sir John's personal preference would be to leave early next summer. However, when it was pointed out to him that the Governor's own departure and his might then almost coincide, Sir John Cowperthwaite had said that he would leave when it would be convenient.

2. The Governor said that he was sure that in Mr. Haddon-Cave

there was a suitable successor in Hong Kong. There were some fields in which he was perhaps still lacking experience and he wondered whether between now and Sir J. Cowperthwaite's departure it would be possible to arrange short attachments for him to broaden his experience. He had in mind that Mr. Haddon-Cave

He would night visit the Treasury and the Bank of England, discuss this further with Sir J. Cowperthwaite on his return to Hong Kong and inform the Foreign and Commonwealth Office what he would like arranged.

3. The Governor's views were noted. He was asked, if he should change his mind in the future and decide that he wanted an appoint- ment to be made from outside the Colony, to give as long notice

as possible.
