Mr. Y.K. Kan, an Unofficial member of the Executive and Legislative Councils in Hong Kong is here on leave. Please see (2). He has asked (through Mr.Sedgwick of the Hong Kong Government Office) for an appointment with the Minister of State if this can be arranged.

As in the case of Mr. E.S.Li,his call will be in the nature of a "courtesy" call. He will be available on 29th, 30th, 31st May, or 1st June. He is about to leave for Scandinavia, will return here on 28th May and leaves for America on 2nd June.

Mr. Kan is a solicitor, with business interests. He has been a member of the Legislative Council since 1961 and of the Executive Council since 1966. The Governor has described him as "a man of tremendous energy and drive".

Mr. Kan figured prominently in the negotiations last year with Mr. Lee leading to an increased defence contribution. He made his opposition to an increase clear throughout and was the only member to oppose formally when the new agreement was approved by the Legislative Council on the 30th March.
