Despite a thorough search of Hong Kong and
old General Department files and of files in the Commonwealth Policy and Planning Registry, and the Far Eastern and Pacific Registry, we have been unable to find a letter written by Sir David Trench to Sir Saville Garner, on the possibility of The Queen visiting Hong Kong to open the Plover Cove Water Scheme.
I have consulted Mr. Wallace who, like myself, remembers seeing the letter. Neither of us can recall seeing it again thereafter.
I fear there is only one thing we can do and that is to ask the Governor by telegram to put a copy in the next bag.
If this is done we should just have time to consult the Foreign Office with a view to briefing Sir Saville Garner for the next meeting of the Royal Visits' Committee on the 21st February.
I have spoken to Mr. MacInnes who agrees with the
