I discussed in advance with the Conistonceith
Secretary, who agreed strongly with my view that
we should try to postpone any effective decision,
at least until after r. Healey's visit to
ingapore and alaysio, by which time we might be
alie to judge more clearly the likely situation
vis a vis Singapore. The Secretary of State's
feeling was that if there could be no visit to
Singapore it might be very awkward to orrunge one
to "laysia.

I put this to the Committee and dis view was
scherally endorsed. It wan ogrced, therefore, to
defer consideration of the tour until ny.
Mr. Balls eaid that the Prime inister also
had strong reservations:
(a) about the wisdom of including Thailand
of Cambodia were cxcluded;
(b) about planning any visit to Valaysia and
Singapore while there remained any
uncertainty; and
(e) as to whether a visit to Australia and
New Zealand should not be odded.
# \deane confirmed that there had been no
sign of any wish for a visit either to Australia or
New Zealand, and he felt sure that it would be best
to reserve any further visit for some special
occasion. In any case it was the general feeling
of the Committee that a visit to so many countries
would become unduly cumbersome.
The whole question of the tour would therefore
