such I am very sorry indeed that there has been this appalling delay in sending you a reply to your letter of the 6th September about the possibility of a visit by Her Majesty The Queen to Hong Kong in 1968. Galsworthy tells me that when he was in Hong Kong at the end of last year
he was able to have a brief word with you about
it, and that he had to take a very discouraging
line.
Then, I am afraid, your letter just seems
to have sunk without trace, so that we had to
get a further copy from you. And finally, for a variety of reasons, mainly connected with
uncertainties stemming from the Defence Review,
it has still not been possible to reach any firm
decisions about whether The Queen should under-
take a visit to South East Asia in 1968.

The one firm conclusion which has, I am
.afraid, been reached is one that I know will
disappoint you, namely that even if The Queen
does visit South East Asia in 1968 Her tour
should not include Hong Kong. The basic reason for this decision/remains the one set out in paragraph 4(b) of Higham's Personal and Confidential letter to you FED/AG 313 of 18th

remember, was that difficulties between the
United Kingdom and China can arise over a range of subjects quite unrelated to Hong Kong or to
a visit by The Queen to the Colony; such a
visit would have to be announced months in
advance, and from the time of the announcement
until the visit had taken place we would be wide
