I attach a draft reply to Sir David Trench's letter beneath (3) for signature by Sir Saville Garner.

I very much regret the delay in dealing with this matter but something seems to have gone awry with the circulation of the relevant papers.

The minutes of the Royal Visits' Committee at (13) contain no reference to the Governor's suggestion that a visit by Prince Charles to Hong Kong might be considered. We are in any event awaiting Foreign Office views on this as promised in (9).

I submit for consideration an alternative draft for Sir Saville Garner's signature to Sir David Trench's letter at (E/3) about a visit to Hong Kong by The Queen.

2. The minutes at (13) and (14) on this file do not record in detail the discussions of the proposal to visit Hong Kong and I assume that the proposal was rejected because of the security risk involved.
