look at this Hong Kong item and a decision on whether a Royal visit to Hong Kong should take place will need to be reached not later than mid- June and an announcement about it will need to be made by the end of June or shortly afterwards. This is because of the time required in Hong Kong for both covert and overt planning purposes.
