Secretary of State's Tour.
(a) No difficulty in this:

(b) Watt will be at the airport to run through
possible questions with the Secretary of State before he meets the press. Press will be warned that this meeting will be little more than an opportunity to take photographs and to learn purpose of visit, with a chance for fuller questioning at end of visit before departure. Questions may, however, be asked about the earlier part of S. of S.'s tour.
(c) Agreed. With extra time available I suggest
14.30 Discussions with officials of Commerce
and Industry Department.
15.30 Meeting with representatives of Chamber
of Commerce.
17.00 Federation of H.K. Industries and
Chinese Manufacturers' Association at which British entry into Common Market will certainly be main subject.
No set speeches proposed. It would be appreciated if S. of S. would be prepared between 17.00 and 18.00 hours on Tuesday to give recorded 10 minute interview or talk for Hong Kong Radio and Television on general impressions of visit. Introductory remarks can be very brief, even at meeting with Chamber of Commerce etc., and I suggest these could best be discussed after arrival.
