by a Working Party in ODM that has been sitting for months but from which they hear nothing. I was told that state of morale in the public service in the Solomons was even lower than in Fiji. Visit by someone from London concerned with these matters seems to me to be overdue. Also I may be tackled in the same way in Malaysia and Hong Kong and should like to know what comfort I can offer there.

It is ridiculous that, though our offer of financial help to the proposed University of the South Pacific has apparently been settled, I was not authorized to announce it during my visit to Fiji. Please ensure that departments concerned, and particularly ODM, re-scrutinize quickly any offers we are on the point of making so that I can announce them in Singapore, Malaysia and Hong Kong.
