I enclose (in quadruplicate) the following additional
briefs for the Secretary of State's use in Hong Kong:-

(a) Commission of Enquiry into the Kowloon
disturbances, 1966. The Commission's report
was published on 21st February.
(b) The Civil Service.
(c) E.F.T.A. Preferences.
(a) and (b) are purely "defensive" briefs. We do not see any reason why the Secretary of State should give any of his very limited time in Hong Kong to Staff Associations, who saw both Mrs. White and Mr. Lee last year. I wrote to Gass to this effect on the 6th February, with Forster's agreement (Forster has a copy of the letter).

(c) is provided (as promised in our telegram No. 340 to Canberra) because the Governor indicated in his telegram No. 189 that EFTA preferences might be raised at the meeting with the Chamber of
Commerce.,etc.
