Among ideas of our own that we are exploring is a proposal (on which there has already been correspondence with Hong Kong) for the U.K. to assist with the financing of an extension to the runway of Kai-Tak airport. This is a difficult one because it involves additional aid finance and for that reason we came to the conclusion some time ago that there was little point in pursuing it. But we are looking at this again.

We shall do what we can to find ways and means of improving relations with Hong Kong. This, I suggest, is the general line the Secretary of State might take, at the same time showing interest in any suggestions that the Governor may make
