The Secretary of State has accepted an invitation from Mr. Anthony Royle, M.P. to address the next meeting of the All-party Anglo-Hong Kong Committee in the House of Commons on Wednesday, 3rd May, and speak about his recent visit to Hong Kong.
2. The Secretary of State would like some briefing from the Department for this meeting. What he would like is something on the general political and economic situation, with speaking notes on particular topics which he is likely to be asked about (two topics on which he has specifically asked for briefing are the local government report and the question of hours of work and the employment of children and young persons).
3.
Mr. Moreton's minute of 13 March to you is relevant to this exercise. We will show our copy of this minute to the Secretary of State before the meeting so that he can refresh his memory of the visit.
4. I should be grateful if the briefs could reach Private Office by Friday, 28 April, which will give the Secretary of State a chance to look at them over the weekend.
