Cross Harbour Tunnel.
We have been into this with E.C.G.D. and it is quite
clear that on basis on which they are required to operate they cannot guarantee the £10 million loan from Lloyds Bank
unless they are themselves fully covered. If therefore the
project is to be saved the guarantee must be found.
2. We have considered how best we can help. The most we
think we could get would be for the Hong Kong Government to give the full guarantee, enforceable against its London assets, with H.M.G. giving a public undertaking to contribute
half the sum involved should the guarantee ever have to be
invoked.
3. We are going to the Treasury on this basis, but success is far from sure and we must expect a hard struggle at
ministerial level. The proposal is less than you asked for
but it is the most which we believe to be practical. Can we
proceed in the knowledge that the proposition would be acceptable to you if approved here?
