Figgures' unreferenced letter of 8 September to Galsworthy about the Tunnel has been shown to John Cowperthwaite, llong Kong's Financial Secretary, who was here briefly en route to the Finance Ministers' Conference.
2. I should be grateful if you could kindly let me have your observations on the attached hurried commente Cowperthwaite made as soon as possible. A copy of this letter and enclosure goes to Cotterill (E.C.G.D.) whose observations would similarly be welcomed.

Cowperthwaite's notes were dashed off in a hurry; he hopes that
any lack of finesse will not be regarded as churlishness!
