You should know that Sowden of Costains telephoned Hewitt today about the Tunnel. He had heard that C.D.C. were not interested and said that the continued indecision was causing planning and staffing difficulties. Unless
a firm indication was given by the end of the month that the project was to go ahead Costains "would have to put it on ice".
Sowden seemed dissatisfied with the promoters, grumbling at their over-confidence on C.D.C. participation and on other unspecified aspects.
