3. For your own information C.D.C. might be prepared
to look at the project in more detail if we advise
them that political considerations justify Hong Kong
being given a higher priority. But this would further
delay a decision and C.D.C. at best could come in
for only £1 or 1 million. We are therefore disinclined
to approach them but would welcome your views.
