2. Financial Controller C.D.C. tells us that the Tunnel

Company approached their local man on the basis of a £1.45
million loan but that C.D.C's London Board decided that it
was not even worth going into the details of the proposition
since Hong Kong comes so low in their list of priorities for
assistance. There was no, repeat no, discussion with 0.D.M.
on this specific project but C.D.C. understand that O.D.M.
also give Hong Kong a low priority. The point is, of course,
that C.D.C., like O.D.M., have to work within a financial
