Thank you for your letter of 21st October about
the Cross Harbour Tunnel.
I can confirm that the Commonwealth Development
telt
Corporation feel unable to come in for the reasons
indicated in the report you had from London, Their funds
are limited and are insufficient to meet the bids of
territories much less able to help themselves than Hong
Kong is. This is a conclusion with which we cannot
quarrel.
There is no other Agency here capable of giving the
sort of help which is needed and I am very much afraid
that the shortfall will have to be found in Hong Kong.
To end on a more encouraging noto, I can add that,
during John Cowperthwaite's recent visit to London, detai
were worked out for the governmontal guarantees that
E.C.G.D. require and I hope that, as a result, there will
be no difficulty about obtaining agreement in Hong Kong
to this particular requirement.
