Thank you for your very helpful letter of the 31st October. I think we now see the way out, and I have asked Cotterill to go forward with the negotiations for and detailed elaboration of the idea that payments are made through the Crown Agents against promissory notes. There are a few loose ends to be tied up, but they will involve commercial bargaining about terms and conditions rather than political "hot potatoes".

As/the the Costain question; that will be a matter of commercial bargaining between Costains and the Tunnel Company as far as we are concerned, unless we are dragged into it willy-nilly. In which case all the government interests and the Hong Kong Government will be forewarned so that none of our interests are prejudiced by commercial manoeuvring.
We sympathise with the Hong Kong Government in this context; we are always facing similar difficulties with our weaker exporters "because the government wants exports.
