As you know, we have had long talks over a long period with the Treasury and E. C.G.D. about the arrangements necessary for the development project, if it is to proceed. The last of these talks was on October 27th, when the Hong Kong representatives who were here for the Common Market talks, led by Mr. Cowperthwaite in person, also took part. We thought then that we had finally settled the terms on which the project could go forward, subject to their agreement in Hong Kong. But shortly thereafter

we had the further letter from E.C.G.D. flagged A, raising some tiresome new stipulations.

I propose, if you agree, to write to the Head of the E. C.G.D. as in the draft below. You will see that I would very much like to use your name.
