"very angry" at their failure to secure appoint-
ment with Secretary of State and Pang Fu Wah has
intimated that "if they cannot see Thomson or
anyone higher they will not see anyone at all",
He may however be speaking only for himself in
this respect and not for the full delegation.
4. We are reluctant to ask the Secretary of
State to add to his already overcrowded schedule by
seeing the delegation, (particularly in view of
the conduct of certain members reported below),
but if you feel that failure to see him will lead to
undesirable political repercussions in Hong Kong
we will see what can be done.
5. Lai also reports that Pang Fu Wah and Chan Yat
San (who are apparently the most difficult
members to deal with) are hoping to collect a
large sum of money as a result of their visit
here:
(i) by inviting subscriptions of one pound
monthly from Chinese community here
for proposed newspaper (New Territories
Peoples Mail)
ii)

by inviting community to appoint them
on a fee basis as agents of an
Overseas Chinese Service Bureau which
they propose to set up on their return
to Hong Kong. Bureau would handle
problems relating to applications for
travel documents, marriage certificates,
purchase of land, etc.
