Heung Yee Kuk Delegation: Your 205 refers.
We consider it highly desirable that the delegation should call on the Secretary of State, if only briefly, and this could be followed by the more lengthy interview already arranged with Lord Shepherd.
The delegation should be reminded of the advice already given and that they should only investigate the possibility of distributing a non-government Chinese language newspaper in Britain and the setting up of an advisory bureau. They should not take any irremedial [sic] steps but prepare a report on their findings which will be fully discussed upon their return to Hong Kong where advice will be available.
We presume that as an official delegation the members will realise the dangers of indulging in any activities which could be interpreted spitefully as being "private business" and which might give a handle to the Communists.
We await Lai's letter of 31 January before commenting
further.
