In other cases a prenimis charged which reflects part, but not all, of the increased value of the land arising from development. The Minister will not wish to enter into a detailed discussion
on this subject. It is suggested that he should confing his reply
to saying that this is an extremely difficult

mattor. It is never easy to strike a wholly acceptable balance between the variona cnflicting interests in an issue of this kind; but the ovenzent of Hong Kong is convinced that the present policy is in the best inter cats of the people of the New Territories and the Colony as a whole, and he sees no reɛson to disagree with that view.
