The Heung Yee Kuk Delegation on 21st February, 1968

The purpose of this memorandum is two fold: firstly, to record the points which we would like to present to The Rt. Hon Lord Shepherd at a meeting scheduled to take place on 21st February, 1968; secondly, to repeat in this memorandum our appreciation already conveyed to The Rt. Hon George Thomson of the opportunity afforded to us to meet the Minister of State and of the invaluable assistance given to us by various authorities of Her Majesty's Government during our visit to Britain.

The Heung Yee Kuk Delegation

We came here as a delegation of the Heung Yee Kuk on 19th January, and have travelled in the past five weeks fairly ex- tensively visiting the Chinese communities in the main cities of Britain, including Bristol, Cardiff, Birmingham, Coventry, Nottingham, Manchester, Liverpool, Edinburgh, Glasgow and Newcastle, as well es London. We have met many Hong Kong Chinese mainly in the restaurant business, in groups or in persons, and have expressed to them the concern of the Covernment and the people of Hong Kong for their continued well-being and told them about the current situation in Hong Kong and in particular, of the home life of the people from the New Territories. In the course of our visit to restaurants we have also been able to talk to the Chinese about their life in Britain and in so doing, have been able to gain a knowledge of some of the problems faced by these people.

Despite the difficulties which we had at the beginning of our tour and the Communist attempts to frustrate our mission (e.g. a Struggle Committee in Hong Kong sent a letter to all Chinese rest- aurateurs in Britain before our arrival, warning them of the danger of speaking to us and accusing us of being "running dogs" of imperialism.
