A Voucher Quota for the dependent territories
The paper CI(0)(67)23 was fairly well received by the Official Committee and the next move is to prepare a paper for the Ministerial Committee. A draft of this is attached. Final copies must be run off and sent to the Cabinet Office by noon on Thursday (9 November) for circulation before the Ministerial meeting (probably on Monday morning
(12 November)). If approved, an announcement would be made on 15 November. The approval of Commonwealth Ministers is required for this draft. I understand that the Parliamentary Under Secretary will probably attend the Ministerial meeting.
2. The attached draft covers the same ground as CI(0)(67)23, but incorporates points which came up in the Official Committee. They are in particular:-
(a) quota reduced to 700 (paragraph 8 of draft).
The Committee did not like 900 because it would give Hong Kong too many. The Chairman suggested 600, but we might try for 700. (b) It is necessary to argue the case for
including Fong Kong (Paragraph 2 of draft). The Official Committee was rather uneasy about this.
(c) It is necessary to argue the case for no
restrictions (paragraph 11 of draft) but the Official Committee had no real objection. (d) The terms of a public announcement (Annex A
to draft). This is difficult, as it must encourage the territories but should not seem to the British public to be a sign of increased immigration. I have not specified that Mauritius is excluded. Fuller de tails will, of course, be given later to the governments concerned,
I should be grateful for the urgent clearance of the draft.
4. I also attach a draft warning telegram to Governors etc. if you think this necessary.
