This would have the disadvantage of losing
the opportunity on the 15 November in including
this in the statement to be made in Parliament
and might make it easier for the Home Office
to stall for some time.

It was originally
proposed that this should be made on Wednesday in
the course of a debate in the House. The
latest position, however, is that the Home
Secretary is being asked not to make a specific
announcement on Wednesday s as to enable time
to be given to inform the other Governmenta
affected by the proposals.
If any announcement
is made in the debate on Wednesday it will only
be made in general terms.
