5. My own opinion is that we should be wise to
keep the views of the Ministry of Labour well in
mirid. It is they ultimately who are responsible
for the operation of the now dependent territories'
quota and I think that if we wish to realise the
purpose for which the quota was originally sought,
we should allow them discretion in the precise
details by which they handle applications,
especially as they have assured us that there should
be no difficulty over accommodating the needs of
Gibraltar, Seychelles and the other territories.
There does not appear to be any pressure from the
Hong Kong Government, as distinct from individual
applicants, for a greatly increased allocation to
Hong Kong and an allowance of 300 vouchers a year
would seem to meet our requirements adequately.
6. I would be prepared to come and discuss this
point with you before the end of this week if you
thought this desirable.
