Quota of Employment Vouchers for the

Dependent Territories

You will have received my minute of 5 February addressed to Sir A. Galsworthy about changes in the employment voucher scheme and the public announcemer which will be made in answer to an arranged

Parliamentary Question during the last week of

February.

The wording of the announcement has not finally been settled because it will depend on the outcome of a meeting between Mr. Fernyhough and Lord Shepher which is due to take place on Monday, 12 February, to determine whether a limit should be placed on the number of vouchers issued to applicants from Hong Kor I attach the file which contains a series of minutes

about this matter. The views of General and Migrati Department are set out in my minute of 8 January to Mr. Morgan, to which was attached the outline of a memorandum which might be used in the Official Committee on Immigration in support of the case should Lord Shepherd decide to press this. I think it important that you should look at these papers together with correspondence I have had with the Ministry of Labour about certain difficulties in the operation of a separate quota for the dependent territories (papers 31, 32 and 33 on GM 10/542/2)

so that you would be in a position to advise

Sir A. Galsworthy on where we stand in the matter on

his return from Gibraltar.

Representatives of the Ministry of Labour called on me this morning to say that they very much hope that Lord Shepherd would not decide to press his view, that Hong Kong should receive more than a maximum of 300 vouchers a year. As regards the dependent
