(f) As regards Tonga, there is a difficulty.

discussed this whole question of which territories should share in the dependent territories quota and which should not with Mr. J. C. Morgan some time ago; as far as I can recollect I then agreed that Tonga need not be included. But I think we need to be consistent. It seems that our line on the Associated States would be that it is proposed to limit the application of the dependent territories' quota to colonial dependencies. This presumably is the reason why the omission of Brunei also has been proposed (paragraph 4 of your minute of 5th February to Sir Arthur Galsworthy). If Brunei is excluded I have no objection to Tonga also remaining excluded. If, however, Brunei remains eligible then I consider that Tonga, which is also a Protected State, should be included even although the people of Brunei are regarded as British Protected Persons while the people of Tonga arenot. It is relevant that the small flow of emigrants from Tonga into the United Kingdom is mainly in the service industries.

(g) British Indian Ocean Territory does not

appear in the list of territories covered by the dependent territories quota.

the sake of completeness, we should like to be able to tell the Governor of Seychelles

who is also Commissioner, B.I.0.7. - that
