I was rather puzzled by the Commonwealth Secretary's reference to me in this context in his reply to a question in the House on 10 July as this was the first I had heard of it. I agree that this is not a good moment for me to make an approach to the Chinese Government about this or indeed anything else. Nevertheless it may be a very long time indeed before the "right moment" arrives. I could send a brief formal note requesting the Foreign Ministry to use its good offices about the water. I doubt if this would do any harm. On the other hand you may prefer to keep this sort of thing at the provincial level. If you wish me to do anything I should need full details.
