The enclosed minutes are records of discussions

(a)

between Sir Arthur Galsworthy and the Crown Agents

(b) between the Crown Agents and

Mr. Wilmot-Morgan (Director of water Resources, llong Kong)

about the Hong Kong water situation.

The Hong Kong Government recently reported that they considered it advisable to examine the implications of a tanker operation to supplement natural water supplies should the Chinese not resume pumping on the 1st October. Government have in min! the possibilities of

(A) using or diverting empty tankers in

ballast from Japanese ports to South East Asia or the Persian Gulf to bring water from Japan, the Philippines or Taiwan

(B) chartering tankers especially to sail

between Hong Kong and the above countries or to places where river water may be available, such as Bangkok, Saigon or East Vietnamese ports.

To carry their planning further forward the Hong Kong Government need technical information which is being sought through H.M.G's representatives in the countries concerned. Telegrams have accordingly been sent to the United Kingdom Missions at Tokyo, Manila, Saigon and Bangkok asking for the following information where a piped water supply is available:

(1) the chemical and bacteriological

(2) the maxizum sustained hourly delivery rate at berth, which could be used to supply 20,000 or 70,000 ton tankers

(3) the distance from berthing points to

points where delivery rate of 15 million Imperial gallons per 24 hours is available

(4)

a comment on the feasibility and time factor in bringing water at this rate from points in (3) above to points in (2) above by e.g. laying pipelines (with a possibility that pumping stations may be required).

(5) the price of the water to be supplied.
