Mr. Stretton referred to the meeting held at ministerial
level on the 18th January and explained that the purpose of the
present discussion was to consider:

(a) what precedents there were for the transfer of staff
between public authorities that could be regarded as
relevant to the situation facing us in Hong Kong;
(b) other arguments than those already deployed in discussions
at ministerial level in support of the transfer
arrangements and terms that M.P.B.7. were asking the
Hong Kong Government to accept.
No precedent could be found that exactly
corresponded to the situation we faced in Hong Kong. This was
a case of
in fact /transfer between two governments and must be so
treated. The transfers of staff from the U.K. Civil Service
to the Atomic Energy Authority and the Air orts Authority
yet-
(mentioned by M.F.B.W.) were in another respect dissimilar;
these authorities did not have, at time of transfer, any staff
of their own of the same grades
